It probably costs far more money to manipulate the weather on a large scale than it would cost to subsidize carbon sequestration for major fossil fuel energy producers. It costs less money to capture and sequester carbon emitted from exhaust stacks and pipes than it does to reduce the effects of that same carbon once it diffuses into the atmosphere and spreads throughout the entire globe.

 Furthermore, as more and more ecological life support systems fail due to multiple factors, it will cost even more money to replace with artificial support systems.
